The story begins in 1957 New York, where insurance lawyer James B. Donovan (Hanks) is recruited to defend Rudolf Abel (Mark Rylance), a suspected Soviet spy. Despite intense public hostility and personal risk, Donovan insists on providing a rigorous defense, grounded in the belief that the U.S. Constitution must protect everyone to prove the nation's democratic superiority.

The film is structured into two distinct but interconnected acts:
